Hmm :/ that's a tough one for me, lol..
I would probably so with the Naked 2 palette. I really like Urban Decay eyeshadows.
& I would definitely buy a primer as well. UD Primer Portions are awesome! my favorites being Eden for matte & Sin for shimmer shadows.

I've always liked both brands' eyeshadows, so I'd say truthfully that you could go with either, but might I suggest thinking about which tone you'd prefer? The Naked 2 is more of a grey/taupey brown spectrum, whereas the Too Faced palette seems to be a bit more well rounded in terms of tonality, with some very warm browns, some cooler tones, a bit of pink etc. I personally like the variety of the Chocolate Bar versus the Naked 2. Of course, I have neither, because I'm not much of a neutral gal, but that's just my take on things =)

I like the colours on the chocolate bar better but I used my friend and I don't know if its just me but its more creamy and blendable than the naked palette.
