I'd suggest looking into high end palettes like urban decay they cost a more but are worth every penny.

And, in addition to what Lili said, things like the Naked Palettes (if neutrals are your thing) cost $54, for 12 shadows. that's $4.50 for each shadow, each of which would individually be $18. That's a really great deal. HOWEVER, I suggest a palette more like the Smashbox Full Exposure palette, which is $49 for 14 shadows, which averages to $3.50 per shadow, and they're great quality.

Ohhhh girl wet n wild have some great pigmented shadows. they are very affordable and available in just about every drugstore.

I suggest getting a mac palette I have one and I can build it however I want and the shadows are cheaper that way. Or get a z palette and order some makeup geek shadows :)

I adore NYX eyeshadows. You can get them at Ulta and Target. They have so many colors, they last long and they're pigmented very well.
