Mascara falling down onto undereye area?

Do any if you out there experience this? Your makeup looks great, you've set it and are out the door. And a few hours later, you notice black dots and smudges under your eyes? They aren't dark but visible enough to annoy you because you have no idea where it came from?I can't for the life of me figure out what it is! I always use an eyeshadow base, and set with powder under my eyes. I am thinking my mascara is old? Or sucks? Thoughts? Here is a picture - you can hardly see the little smudges but I can :(Thanks everyone!

Mascara is old. I just went through this. I have fallen in love with Cargo 3 triple mascara at Ulta and I've tried over 10 new kinds and returned them all. My new gave combo is Cover girl Super Thick Lash (cheap) and then cargo 3. I also live the curling mascara from Urban Decay. But Cargo is so perfect for top lashes and bottom. Btw my lashes are light brown and long but fine. Cargo works so well for them.
