No. Vaseline is not good to use near your eyes, and it wouldn't give the correct texture for eyeshadow. I highly, highly do not recommend it.

I agree with Hannah. I've always been told Vaseline clogs pores too. So definitely would not use on the face at all.

I suggest checking YouTube and Pinterest. Other wise I haven't tried making eye shadow sorry :\

Honestly I have no clue as to the makings of eyeshadow, but you can try loose pigments and press them with alcohol.

You can use a small, small, small amount to remove makeup or at least very waterproof stuff.
