I need a dress for eight grade formal!! I'm skinny and super short. I'm 5 even and a little under 100lbs. I love strapless dresses but I don't think we can wear them. I prefer more short dresses and lower cut in the chest area. I love lace dresses like these.

I'd try ValleyGirl. They sell really pretty dresses in smaller sizes.

Like Jacqlyn said, forever 21 would be a good place as well as department stores like Dillard's, Sears, and Macys.

I found my grade 8 formal dress at forever 21 but you can also try sirens they have plenty if dresses mayber sears urban planet has some target and thats all I can think of hope I could helo.

Just get it at Forever 21 because it's an event that isnt worth spending a ton of money on. If you want a more fancy dress look at Dillards because of all the department stores I have been to, they have the best.
