I use Elf liquid eyeliner $1 and it lasts all day. For the water line I have a crap ton of Wet N Wild pencil eyeliners those are around $2 ish.

For me, gel eyeliner is the only thing that sticks on my waterline. For the longest time, I had no idea you could use gel in the waterline, but once I tried it, no going back. A good pencil for the waterline is the Rimmel Scandaleyes pencils. For cat eyes, I think its good to start out with a pen-style liquid liner to get the hang of it. I prefer liquid to gel for cat eyes because I feel its more precise. A good pen is the Stila stay all day, the Jordana Fabu-liner, and a good brush tip is the WnW one or the NYC one :)

If you don't mind spending a good amount of money I'd suggest in getting Stila's All Day Waterproof Liquid Eye Liner
