Do you set your foundation with powder? and what foundation do you use?

Do you set with powder? And what about primers do you use any? Those can really help. Also, maybe switching to a matte formula could help? And blotting off excess product and then finishing with a setting spray might make a difference too :)

Also, if you're most concerned about staining your hijabs, maybe you could try applying your foundation after the hijab is on, that way it's only on the skin that's showing. I've seen a girl do that and I'm guessing that's how she keeps it from rubbing all over

Using a powder or primer isnt going to help with transfer onto clothes unfortunately.. it's really terrible >.< you could try a fixative (not setting) spray. they adhere the makeup to your face, so transfer might be less. other than that I have no idea how to prevent it :c I'd love to know tho!

I feel your pain! My uniform is white and it always gets onto my collars. So far this is what has personally worked for me.
Once you've applied your foundation, blot it with a tissue.
After you set your foundation using a setting powder or spray, blot it once again. That's seriously the only way it won't show up on me.
