For the day time try just wearing mascara. I don't recommend dark eyeliner on the bottom waterline- it makes eyes look smaller

try taking any light shade to your eye lids and then instead of placing a darker color directly into your crease, place the color slightly above your crease. the lighter color should help make your eyes look bigger and the darker color will help bring shape to your eyes. as for eyeliner and mascara, don't make your eyeliner too thick or else it will take up your whole eye and definitely make them smaller and placing mascara on your top and bottom lashes as desired is perfectly fine. another tip if you really want your eyes to look bigger, try on some white eyeliner!

Do cat eye on top and connect the bottom and do it only half way then in the inner corners use a white eyeliner and higlighter

Tightline (instead of regular eyeliner above the lashline). Mascara (a shadow Shield helps with small eyes). Primer and shadow on the entire lid, lighter shadow on the inner corner and Brow bone and a darker shade on the outer corner. Fill in and fix your brows :-)

Don't line your waterline or bottom lash line it makes eyes look much smaller

Just wear a white eyeliner on the bottom and some mascara on top :)
