Maybe you should make it darker and pat it into your eye lids (For the eye shadow) but not too much.

I'd get a different foundation. I used it for a long time, I know it's cheap and so tempting but a little higher quality is worth it, and lasts longer anyway. You may need better brushes. I've never used setting spray but I've heard good things. Get different eyeshadow brushes for sure in order to get the color right, and have it stay on. Elf has a $1 eyelid primer that makes eyeshadow stay on much longer.
