I scrub my lips with sugar, honey, and olive oil. I love that scrub I use it for everything! You can also use Vaseline with sugar in it. For me they both work amazingly and scrub all my dead skin off! And leave my lips smooth. You can also try a lipstick that has Chapstick or has nourishing ingredients in it. If not put Chapstick on before it. I put on eos that has sunscreen in it before I put on sunscreen. And I put on medicated orange eos on every night. I use the scrub either once a week or once every two weeks. I hope I helped!

Get a really hydrating lip balm and a lip scrub. I recommend any lip balm without petroleum jelly in it. Fresh and Jack Black are my favorite brands but at the drugstore I like either Nivea (the ones in the tubes, not the lip butters. They are super thin and not very moisturizing in my opinion. I had to apply A LOT and it left a white film on my lips.) for lip scrubs I love Lush because I don't like making my own haha.

I put a generous coat of carmex on my lips every night and in the morning when I shower I wash off the carmex gently and then use a cloth to wipe away the dead skin. I barely have to wipe it just peels right off. Then carmex again after I brush my teeth and let it soak in while I finish my morning routine and do my makeup. I swear by that stuff. Nothing else works for me.
