Use a pair if scissors to cut the fly aways, but before try dipping it in water pulling the strands together to see if it helps

Wetting the brushes for a prolonged period of time can loosen the glue and therefore cause the hair to fall out. I'd try gently washing it with baby shampoo or brush cleaner and letting it air dry, but if it looks like it's in bad shape you should probably just get a new one (:
