I think the main issue is what do you want to look like? You can walk in H&M or forever 21 and there's 10 different styles in there. I'm not saying you need to pick A style but I guess in order to help you I would need a better idea of what you feel most comfortable wearing, what kind of person you are, how trendy vs classic you wNt to be, etc. I think that's also part of your question?
You could do this, make a kind of core wardrobe of more classic looking pieces and buy a few more trendy things, that way you aren't buying a bunch of trendy stuff you will hate in 2 months. Then you can add to it and subtract over the year.
For example: 2 pair of jeans in a not too skinny cut, black short sleeved top, black cardigan, white button down shirt, black Capri pant, and black dress. Then buy some trendy pieces: dark floral blazer, moto vest, cute skirt, trendy top or two, a few bolder, but solid, accessories and mix and match.
