You could use BB cream instead of foundation sometimes? I use bb cream and it smoothed out my skin and it felt less dry

If you use a stippling or buffing brush and that doesn't work, try using a regular flat foundation brush or wet sponge. This will smooth over the patches instead of bringing them out. Also there's plenty of cheap moisturizing foundations out there BB creams and tinted moisturizers etc. Try not to get a foundation that says oil free. Those tend to be more matte.

Try switching your cleanser. If you are using one that foams, go to a cream cleanser. If your already yang cream, try an oil cleanser for the winter. I started using an oil cleanser in November and it's made a huge difference.
Other than that, avoid powder. Powder is the enemy of dry skin. Use as little as possible. MAC studio tech is good because you don't need to set it with anything. It dries to a semi matte finish.

I moisturize right before I apply my foundation then I also mix my foundation with my moisturizer. I have really dry skin in the winter and this is the only way i can get my skin looking half decent. I use Cover girl Daily moisturizer and True match foundation.
