So aren't bases supposed to have shimmer in it?? or any color?

When we say base on here we are mostly speaking about how our skin is prepped prior to make up application.
Facials, exfoliating, treatments, skin care products/routine etc.
A primer comes after and is technically the first step in terms of make up application. Primers are used to control oil, shine, minimize fine lines and wrinkles, fill in pores, and help with dry skin. Some primers are tinted to color correct. ( Eg. Green for red skin.. green cancels out redness.. lavender, peachy, etc. )
Foundation is actually only meant to even out your skin tone and concealers are meant to hide blemishes, under eye circles.

Some moisturizers do have shimmer in them to make the skin appear more glowy, Aveeno's Positively radiant moisturizer has some.
