They look like heat lumps to me but have you tried sudocrem?

It may be because of an allergy or random irritation or maybe even a bug bite? I'm not sure but you can put ice on them to stop itching and maybe make them less red.

It's probably a bug bite, like a mosquito- you can't really tell when you have gotten bitten until it gets itchy and, well turns in a bump haha.
