I prefer to use a product I can apply with an angled eyebrow brush. Not a huge fan of brow pencils. Thanks :)

I use my UD primer potion, thn with and angled brush apply the darkest powder on the arch and tail and the lightest on the beginning of the brow

I'm a believer in the Anastasia Beverly Hills DipBrow Pomade. I just used mine all up this past week. It lasted me 3 months. It's $18. Very pigmented and smooth. It doesn't really dry as fast as other gel liners that people use.
Wet N Wild Brow powder duo, is OMG!! One of the best powders as well. Very very very pigmented, so when you start with it you might want to use a light hand. I don't think this will be more than $5.
Anastasia brow powders
I know you said no pencils, but Anastasia has the brow wiz pencils which are very great when you have full brows and just want a bit of color. The pencil itself is very thin so the actual product in it is super thin which helps with the drawing of the brow hairs.
