Shredded toilet Elmer's glue. Put glue over and under the toilet paper apply to skin. Use more or less paper as needed. Flatten out the toilet paper once you put it on the skin. You can use liquid make up to color the glue in the bottle or directly on the skin after the glue and toilet paper dries.

You will have to soak the toilet paper in the glue. Front and back. Kinda messy.
