I think that depends on what colors she likes and will wear. Also, with regards to the Chocolate Bar, just make sure she likes chocolate. My little sister would like all of those colors but the smell of chocolate makes her nauseous so that would be a bad call. It also depends on her coloring, some things look better than others. I would probably end up picking up the Kat Von D Innerstellar palette if I had to buy my younger sister a present this year :)

Are you looking for drugstore? high end? What colors does she like.
My favorites are: the nudes palette by Maybelline, Naked 3, and the chocolate bar palette.
If you are a Vib or vib rouge then getting her something exclusive like the semi sweet chocolate bar palette or the tarte matte eyeshadow palette would be completely unexpected

You can all also get one of the smaller too faced palettes since they are really tailored to various looks so you can just grab the one that matches her still sstyle.

If neutrals than I would look at Lorac pro.. There are many neutral pallets these ladies listed

For color urban decay electric palette, smoke palette, too faced the return of sexy, smashbox on the rocks, smashbox on the rocks lux, kat von d chrysalis

For matte the urban decay naked basics, too faced matte eye palette, tarte away oui go
