What can be used to make eyeshadow a more vibrant? I use eyeshadow primer but I still want them more vibrant.

Eye drops is correct. Also a white or black or colored base.
At some point you can only make something as vibrant as I can get.

You can use a mac paint pot. But I like using a white eyeliner under my eyeshadow. I really like nyx jumbo eye pencil in milk it really makes eyeshadow pol.

So I just drop a small amount of eye drops onto my eyeshadow brush and dip it into the shadow?

I've said this before on other threads, but I will repeat: the saline drops work great to turn a powder into a liquid shadow that will certainly show up better, but you can't just put saline drops on a shadow pan or you'll ruin it, nor can you put a wet brush into a dry shadow pan. Put the drop of saline elsewhere, on the lid of the packaging, and then scrape up as much powder as you can into your brush and mix the two together on the lid, like you would to mix a watercolor paint. This is a lot of work to go to though, and I usually reserve it for making liquid liners out of eyeshadows, because it doesn't really blend when you use saline.
If I had a shadow that didn't show up on me, I'd use a milk crayon or very light concealer underneath.
