It can be both used together, you use a pencil on waterline top and bottom first, then you apply a cream liner ( not confused for a gel)on lid then lightly smudge it upward with a smudger then with the same smudger you go to the base of bottom lash line and smudge that out as well.:-) when using use both products together and both are waterproof it comes out darker and last longer.
