The curls or the ponytail?
For the curls you'll need a large barrel wand 1.5-2 inches. Alternating directions away and toward your face. I'd flip my hair over and apply some hairspray all over and gather it at a high ponytail and tie it up with a regular hair elastic and take a strand of hair and wrap it around the base of the ponytail and secure it with a bobby pin.

Looks like loose curls done with a larger barrel then possibly brushed out and put into a ponytail.
