if you're on a budget elf eyelid primer isn't bad (: but I love too faced shadow insurance & nyx's jumbo eye pencils .. they're amazing!

UD eye potion has always been my favorite high end, a good lower priced option is NYX Hd eye primer both are at ULTA

ELF 1$ is good for the price. If you've got very oily eyelids, then I would suggest the NARS primer.

I have had the MAC painterly pot and now I use elf, def worth a try for only $1! Always make sure you let the primer hang out on your skin for a few minutes before you apply any shadow for the best results :)
