Well it looks like her hair is naturally like that but you could try using a thick wand & brushing the waves out with your fingers

^yes! And I think maybe spritz in got with some sea salt spray? It'll help make your hair more piecy.

You could also use surfer hair it works really well.

You could try using a protective heat serum spray and then you could use a curler to curl your hair on a medium heat
Add some hairspray all over your hair and if you have layers spray under them too
X: if you feel your hair could come loose out of its waves,take some hairspray with you

Maybe roughly curl your hair randomly with a thin barrel wand and toustle it and spray in some sea salt spray?
