An easy at-home remedy for under eye circles is to take 2 very wet green tea bags and chill them in the refrigerator for at least 2 hours. When the tea bags are sufficiently chilled, lay down for a power nap, and place the tea bags over your eyes. The coldness of the tea bags helps reduce puffiness, while the caffeine in the tea causes your capillaries to constrict, which helps lighten the darkness under your eyes.
To get the most out of this remedy, place the wet tea bags in the fridge just before bedtime and let them chill all night. Then, you can place the cold tea bags over your eyes first thing in the morning, when under eye circles are at their puffiest.

Reducing/eliminating dark circles depends on the cause - can be genetic, from irritation, lack of sleep, or water retention. If your under eyes are puffy this can be irritation (thin how they get from crying) or water retention. Try sleeping with two pillows to prevent water from pooling under eyes. Cold tea bags, spoons, cucumbers, etc.can help with puffiness. If it's from sleep deprivation, sleeping more (obviously) helps, and so can the cold compresses. If it's genetic (you have dark circles every day, they may be sunken, you can see them in childhood pics) the only solution is fillers, which are injected to raise the under-eye skin to the level of the rest of the face and last 6 months to a year. A color corrector (peachy or salmon colored to cancel out the blue-purple of the circles) followed by a concealer applied in a downwards-facing-triangle and then blended out is the best way to cover. Staying well hydrated, sleeping enough and using an eye cream will help regardless of cause.
