The only thing with full coverage at the drugstore I've tried was Revlon colorstay. I would look at some reviews and see how it would work out for you.

Loreal liquid to powder... It goes on with a full coverage as a liquid but is so light on your skin it feels like a powder. I lovee it! I have dry skin, yet will occasionally have acne and oily areas... It has a beautiful coverage but I do use a cover stick for my extremely dark spots.

Covergirl 3 in 1 outlast foundation is amazing. There are a ton of shades, and it has really high coverage but doesn't look unnatural. I have moderate acne, and it's amazing for covering up pimples and redness.

It also has a fairly matte finish, but it isn't drying.
