Usually someone's neck and face are the same color so in that case just match your face, but for example if you got a tan on your body, then it would definitely look funny if you matched your face since it would be paler. I think matching it to your neck is a better idea since some people's faces are a different color than their bodies, so it could look like a mask even though they have the right shade :p so just keep matching it to your chest/neck :)

Idk, I always have a hard time finding a foundation exactly right for me. I have weird skin. White legs, tan yellow undertoned stomach/arms, a very pale yellow undertoned chest, and my face is sort of pale with red and yellow undertones so I'm all over the place. My neck/chest are the palest parts of my body though, weirdly enough so I match my foundation to my arm color..oops lol

Just think about it like this- what will make you look the most natural? A white face and tan neck and shoulders? A tanned face with pale shoulders? If you don't have some kind of cohesiveness from your chest up, it will look funny. Match the shade that you have the most of. The biggest problem is tan versus not tan. I don't really ever see a problem like yellow undertones in one place and cool undertones in another. No matter the amount of pigment in your skin in different places, it all has the same undertone. Find a shade that matches your undertone and will also make you look all one color as much as possible.
