I actually think it started as an idealistic trait of beauty because tan skin was associated with not being rich and working outside in the hot sun like slaves, so being fair skinned was by far better. Fast forward to these times, a tan is associated as living the life of luxury, as if you just came back from a vacation or something like that. So, whether it be skin bleaching or tanning, people will do whatever they want, and how much they want to do it to get the results they want. I guess it depends on what they associate their skin tone to!

For example just trying to be like their idols who might be very tan. Of course some people go a little above and beyond with artificial products.
