Drink water, use a thick moisturizer like First aid beauty ultra repair cream, and when doing your makeup look for face products with the words, luminous, highlighting, dewy finish etc. And since Ingrid is a YouTuber I'm sure she has a video on how she got this look. I think it's from one of her videos actually.

What kind of face wash do you use?
And is your face normally dry or oily? Or combo?
I recommend jojoba oil (:
You can do your face wash>toner (alcohol free)>jojoba oil>mosturizer(Cerave,Cetaphil)

I just purchased a dermabrasion exfoliant by Origins recently that is for dry acne prone skin. I bought it many for the dryness factor, and after just like two uses my face is so soft and no longer patchy. The acne I have doesn't hurt either and is honestly minimal to none. I moisturize with an Aveeno product but I don't remember the name. All I know is that it is a thick lotion, not quite cream but definitely thicker than normal lotions.

Moisturizer won't do anything for an oily face, if you want softer skin try out the ultrabland face cleanser from lush, it makes your skin real soft if you follow the directions perfectly :)
