I would say definitely say no. I have oily skin and silicone breaks me out.

Check out the ingredients list. If water is listed first its probably water based (not completely sure though so you can fact check =])

I read in a make up book to use silicone on oily skin. I've yet to try I though, I'm plan to soon.

everyone's skin is different. silicone may or may not break you out. you just have to test yourself and see
