Out of curiosity, do you use an eye primer at all? If you don't, I would invest in that, first thing.
Second of all, my favorite eyeliners are Marc Jacobs ($25) and Urban Decay ($20). Neither smudges, both are super creamy and pigmented, and they are incredibly smooth and easy to apply.
As for mascaras, my two favorites are the Per-fekt Lash Perfection Gel ($28.50) and Maybelline Lash Stiletto ($7, I think). They're both wonderful, super long lasting and they each have nice skinny brushes that are great for length and definition

I personally really like the Urban Decay Primer Potion, but the Too Faced Shadow Insurance may be better for you, because you have oily lids and it's a little bit thicker/tackier =)

I'm not sure how to explain, but in this case no it is not. It's not like spackle on your eyelid, it's just a bit of a thicker texture. This should work out better for your lids because it's less likely to break down and slip on your eyelids =) I recommend getting samples of each (Sephora has them for free) and trying both to see which one you like best.

Mascara...Loreal Voluminous. I have oily lids and I have zero issues with smudging. On my bottom lashes I use Clinique Bottom Lash mascara and the same outcome...no smudging. And I use both without using primer at times. Eyeliner...Bobbi Brown Long-Wear Eye Pencil...I use to tight-line and no smudging. I have tried on my bottom and top lids and I have yet to experience any migrating down my face. I just picked up the pencil a few weeks ago so I have no idea how its going to hold up in Florida weather when it warms up again but for now it has treated me very well.

I'm not sure about mascara but for eyeliner I definitely recommend the benefit cosmetics push up gel liner! It's AMAZING! & it will notttt smudge. Plush it's angled at the tip so it's easier to make a cat eye look

For mascara, Maybelline mega plush or Revlon Bold Lacquer. Both stay on super well, even when I exercise or rub my eyes. For liner, the Maybelline gel liner or the revlon colorstay liners are good.

For a very cheap but excellent eye liner I recommend Rimmel Scandaleyes. I like them even better than Urban Decay. Definitely try an eye primer too though. Urban Decay primer potion is my favorite.

I'm in love with the Cynthia Rowley eyeliners. They go on great and don't budge.
I'm also a huge fan of UD's shadow potion primer. My skin is super oily and shadow insurance didn't work well for me.
