There are some specific foundations to create the look or illuminators with no shimmer, if you combine both you'll have excellent results.

Use an especific foundation for that look. The smashbox liquid halo looks radiant and healthy on the skin. or you can get any foundation and mix it with a liquid highlighter, and using less or no powder.

Neutrogena healthy skin is my favorite foundation and gives a perfect dewy finish without being oily. I finish with a setting spray, as powder dulls it.

Use a dewy finish foundation, like Rimmel match perfection. Also if you set with powder, I agree with spritzing your face with a setting spray.
