Depending on how formal it is, I would say with some accessories and dressing it up a bit I think it could work :)

I don't think it looks formal honestly, but I agree with what Teresa suggested. Definitely wear some heels because any other shoe might make the dress look casual in my opinion. (:

Yes ladies nailed it- I love the dress personally and I think it could work with some cute heels and chunky jewellery to dress it up and make it more formal

I think it is too short to be formal. Looks like a pool coverup. Even with a million dollars worth of jewelry, the dress is still going to have that shape.
