I got done champagne colored sparkly heels at Target last year, they probably have them again or something similar right now (with New Years coming up I'm sure the glitzy options are pretty widely available).

Also check Suzy sheer if you have one near you. My mom bought a silver pair pretty identical to that picture, and they had nude, pink, black and red glitter heels there. They also sell tons of pretty dresses that match a lot of their shoes. My mom bought one with silver gems all over the chest area, it's super cute and was only like 50$ :)
