I want to achieve that bed head, carefree, grungy sort of hair. sort of like Effy Stonem from skins.
I don't have dry shampoo or texturizing sprays of any kind and I'm willing to buy a cheap one.
How do I achieve this look? (picture attached)

Volume. Try a dry shampoo or if you want you can tease it.

You could use not your mothers beach spray / texturizing spray. After you take a shower don't brush your hair let air dry & one dry spray it and scrunch until you get your desired look.:)

Take your hair while wet and twist sections of your hair like dreadlocks and dry it that way then after it's all dry you can un twist them and just move your hands through it. A texturizing spray would help a lot though. I suggest loreal tousle waves spray it's for a "careless" kinda look your going for
