I find that whatever eyeliner I use, water proof or not, Will not stay in my tight line and will smudge out to my bottom lash line in a matter of minutes. Any suggestions?

If you don't mind spending then I'd highly recommend the Charlotte Tilbury Rock n Khol liners. I put them on in the morning and they don't budge all day.

I like tartes waterline pencil. It doesn't move at all. It only comes in a champagne flesh color though :/

I love the too faced eyeliner. The one that comes with the smudger thing it really stays on all day and night on my waterline.

I use mufe aqua cream black shadow with macs 210 liner brush it is the only thing that stays in my tightline.

What I do is I use the maybelline gel liner, then when it does smudge on the bottom from the extra product I just clean it with a sliiightly damp q-tip, and it should be good for the day :) also putting black eyeshadow on it helps!

Kevyn Aucoin basic black eyeliner! Is the best. That will not move at all.
Or
Milani shadow eyez eye pencil in the black one. Those are waterproof and will also not move

I use the scandal eyes liner and it stays all days. I recommend using a cotton tip and running it along your waterline to dry it out, then apply the eyeliner. It works a charm!!
