Switch your foundation and use the mascara, that should help you decide which is the culprit. I've had that happen to me before though, I bought a new bb cream and it was making my new mascara smear and I got rid of the mascara thinking it was the problem until it happened again with my older mascara I knew didn't normally smudge :(
