No they're not necessary, they just help with the longevity of your makeup or with your pores. If you don't have large pores and your makeup stays on fine you don't need a primer at all.

I think eyeshadow primers are necessary or least for me because otherwise my eyeshadow won't look near as good and comes off quickly but face primers not so much.

For me primers are a must especially eye primer it really helps to prevent creasing and keeps eyeshadow on for a really long time and I would use two primers for my skin one to help blur pores such as benefit porefessional and another to keep my t zone matte and keep the foundation on a bit longer as the benefit one doesn't help with those issues for me.

Face primers are not necessary as long as your foundation has something to stick to like a moisturizer then it should be fine. primers help your makeup lasts longer and creates a barrier between your skin with no product on and the makeup so it helps reduce clog pores. some primers have the beneficial of reducing pores and fine lines so if you don't have niether of those then a face primer is not necessary. make sure you apply a lightweight moisturizer before foundation.
as for eye primers some girls prefer to use concealer instead but I personally like priming my eye lids first because I have oily lids so it helps the shadows lasts longer and creaseless. hope that makes sense sorry
