A plain shirt will do fine. Just tuck it in to emphasize your waist. A peplum top will not make it flattering. If I were to look at it with a peplum, I would notice the top first rather than the skirt. Choose a piece that makes a statement and keep the rest simple. Plus this skirt adds weight to your body. Adding peplum will make it worse. But take a pic of your entire outfit and let us see if it works on you.
