Well so personally, I haven't ever tried a cheap eyeliner that I've liked. I find them all to be super smudgy, they aren't black enough, and they just all-around aren't worth it to me.
In terms of high end liners...Oh man, there are a lot. my favorite pencils are Urban Decay's because they're gorgeous shades, practically indelible, and they glide on so smoothly that there's absolutely no fuss which is wonderful. I also love the Too Faced pencils, the Smashbox Always Sharp pencils, they're lovely.
in terms of pen eyeliners, my ultimate favorite is definitely the Kat Von D. It doesn't dry out, it's super black, it doesn't wipe itself off if you go back over your line (some do that, and it's horrible) and it's just all around really precise and wonderful. I also love the Hourglass Script eyeliner in Jett, which is super duper skinny, and great for tightlining because it's so thin. It's also great, very black, and really durable.
Those would have to be my top eyeliners, they're all perfect. Let me know if you'd like more detail or information about any of them!

I haven't tried a lot of eyeliners, but there have been some that I've tried and really likes!
Pencil- I love my physician formula eyeliners! They are so creamy and glide on so smoothly. It comes in a set of 3 for $10 & they have different colors depending on your eye color. They are pretty pigmented & they are simply amazing! They're really great for a thin top line or lining your waterline.
Pen- unfortunately, I haven't tried any I've liked, but I hear a lot of great things about the stila liquid pen eyeliner (:
Tell me how it goes for you (: I'd love to hear what you think of some of them once you purchase them because I'm in desperate need of a good liquid pen eyeliner (:

I have a lot of liners mostly things you'd find at target or drugstores.
I only do liquid though, and I have one pen liner.
My favorite liquid liner would be maybelline stiletto... The applicator is long so you can make very fee strokes and achieve the look you want.
For pen liner I've only used Revlon colorstay and it's pretty great. :3 hope this helps

Oh man, do I absolutely love that one, Sandy! I forgot (gasp) because I haven't used it in a while. The Marc Jacobs is totally wonderful, so smooth and creamy, ultra reflective and it does NOT move from the waterline :) absolutely perfect.

Jessie's girl liquid eyeliner is identical to kat von d's tattoo eyeliner I have never tried the Jessie's girl eyeliner but I love the kat von d one.

I like Stila and Kat's pen liners, but I have had drying out issues with Kat..even though I store it properly. They are highly pigmented and I agree with Hannah, they are easier to apply for me because I can enhance or correct my line without the initial color budging.
I need to try the Hourglass one!
As for pencils, I really like Tarte's waterproof pencils. They are creamy and smudge nicely...great on the waterline as well. Too Faced has a waterproof one that's fab on the waterline as well.
