I would say do like a pinup look but more exaggerated like big long wing and neutral eye-shadow or you could do red eye-shadow with glitter with the long wing they both will make blue eyes pop also big long lashes.

Burlesque makeup is a type of theatrical makeup. The goal is to accentuate the eyes and lips, which tend to get washed out under stage lights.
Think about combining aspects of drag makeup with pinup makeup: sexy, classic, vintage, and bold. Things like drawn-on beauty marks, fake eyelashes, and lots of rouge and lipstick are very common.
Instead of watching makeup tutorials from people who have probably never even been to a burlesque show, watch videos of actual performances. :)
