You definitely have a lot if potential with your eyebrows just get them into shape and you won't have to do much filling in with them. your lucky.

Maybe go get them professionally done then you can just follow there shape if your unsure where to start.

I agree with Day, Aialeen. I'd get my brows done at a salon and then just maintain them with regularity. I only do mine every six weeks. Doh!
I really think your eyes pop with liner and you were made for a red lip! If you don't want to do a bold color on the eye with shadows, a plum liner or brown..even a clean black line on the upper lid is nice. A light dusting of white shadow with red lips is timeless. Maybelline Tattoo has a lovely, long lasting pearl you might want to try. :)
