I actually use Eos lip balm as a lip primer I find it prevents feathering and makes it last longer:p.

I always layer my lipsticks over my lip balm; especially matte lipsticks.
Everyday I put on a layer of balm, line and fill in the lips and then apply my color!

It depends on the finish of the lipstick and how much lip balm you applied. If there is to much it can make the lipstick bleed and change the finish of the lip product. But also if you are using a drying lipstick or a matte product, a little lip balm underneath could really help with the overall appearance of the product on your lips, like making them look less dry.
