Sometimes I wet my makeup brush to get a more pigmented color, or if I want the eyeshadow to be like an eyeliner
But I've never tried wetting the actual product

I would make the brush wet as apposed to the product itself as Qwaserght said. and yes you can use eyeshadows wet. it won't necessarily be creamy but it will be more pigmented and maybe a bit darker and easier to apply.

And dnt wet the whole shadow you can mess up the quality a bit
