and what does it do?

It accentuates areas, bringing them forward as well as enlarging the area.
There are many different highlighters like one with shimmer and ones that are matte.

Honestly I'm trying to find one myself lol the best recommendation I can give you is finding a drugstore foundation that you like and going 2 shades lighter than your actual color in that formula. The only matte highlighter I have worked with is from my makeup designory palettes.

@murphy. I forgot it can also be used to correct negative shadows. Like the lines from a person nose to mouth if necessary.

This is the best picture I can think of off the top of my head. Obviously you would not wear it like this but this is showing where it would go and then you would blend it in. I hope that helps a bit doll.

When you contour with a darker color- be it cream/powder, you are bringing the features back, or receding because there is a lack of light. You are sort of tucking the areas back- cheekbones are hollowed out, on the sides of the forehead, etc. There are charts where you can look and see where contour goes. Highlighting is spotlighting your cheekbones for instance bringing them forward by lighting them up. Physican's formula makes one that is ok. Benefit's HIgh Beam is nice, and for a cheapo there is elf's 1 buck liquid highlighters. You could always dab on some shimmery shadow if you like, or matte shadow.
