Small eyelids and eyeshadow; help please!

I have really small eyelids (like when I wear eyeliner it covers most of the lids and I don't wear it too thick) and have trouble making myself look.. normal when I apply eyeshadow lol. When going out or to a party/wedding etc my eyes look really boring compared to others because I don't know how to apply colourful and conspicuous eyeshadow. I'm medium skin toned and have dark brown eyes. Should I just stick to natural colour eyeshadow/making my other features (lips) stand out?

I think purples really make the eye pop, and when there's a bright light color (like white) In the inner corners of the eye. And try eyeshadow like this:)
