How to get your liner to stay on your waterline?

I can't get my eyeliner to stay on my waterline all day. I know a waterproof formula would help but how can I get a non-waterproof formula to stick all day?

I take a qutip and dry the water line before I apply the eyeliner. I've been doing this for a long time and it works so well!!

^^agree. I also pack it lightly with shadow.
