I've seen this question (and asked it) so many times haha :) I think we are all having the same problem because of summer. I was recommended a good eye primer, setting spray and KVD eyeliner, and stila eyeliner.

Well, the maybeline lasting drama gel liner is NOT smudge proof. Even with primer and setting spray. Don't get it. Lol.

Stila Stay All Day Liquid Eyeliner literally doesn't come off lol. I have a hard time getting it off with makeup remover. My only complaint is that it has a shiny finish and sometimes it can bleed verrrry slightly. A cheaper option is Kat Von D Tattoo Liquid Eyeliner. You can get such a sharp point with it for doing a wing, it's amazing.

The wet and wild h2o proof liquid eyeliner. But I also highly recommend my favorite black eyeliner which is the jordana liquify eyeliner pencil. I can have watery eyes,jump in a pool, or start crying and it doesn't smudge or fade. It can also be hard to remove though.

Milani's actually does does some really shadow pencils that are called "Shadow Eyez" and they are smudge, budge, sweat, water, and everything else proof. Now, I know you said no pencil but this works wonders. It's like a NYX jumbo pencil but better.
The way I apply it is with an eyeliner brush. I just brush the top of the pencil where the product is at and I apply it onto the eye.
Trust me, it's everything proof! I really suggest it, plus it's not expensive.

This is an ongoing question that we all have but for me I finally found my hg waterline tightline and bottom lash line product it is my hg for black mufe aqua black cream shadow its the only one I've yet to use on lower line that truly does not move (:
