When you are wearing a luminous foundation you would want to put a mineralized loose powder on first let that sit and then do your foundation and and stuff, got that tip from goss on YouTube, it can also prevent your makeup from oxidizing 🙌

If you're wearing a luminating (I totally spelled that wrong) primer or foundation would you still use a setting powder?
No, because most setting powders make everything Matte.
If you don't how does it stay put?
Setting spray or fixative spray.
But if you do doesn't it kind of defeat the purpose by making it more matte?
If you do then yes - however I have dry skin so using a luminous foundation and using a matte setting powder looks 10000 xs better than using matte foundation and mattifying primers and so on.

You could also try the ben nye setting spray.

I like rcma no color setting powder, applied with a puff, pushed in, just around eyes, lips, center if face really... then brush of excess gently with fluffy brush. Go in with highlighter you like, and at end use a setting spray.

There are great illuminating setting powders too. It cosmetics makes a great one, nars does too, hourglass ambient lighting are gorgeous
There are other tricks too, for that dewy, luminated look. A clear gloss or balm tapped on finished makeup... diamond powders...
Even misting water on your finished make up will give you a glow.
