An eye primer will help with oily lids too, sorry I can't think of a gel liner to suggest.

Wet and wild is the best from the drugstore and by far the cheapest. But my forever favorite with be Urban Decay perversion because it's so black and takes one layer and it stays all day and you don't even need a primer.
