I think it's called a shader brush.

Take a fluffy brush like this and use it to make upward circular motions on your eye. Keep doing this until you've got the desired outcome.

Also, when you're blending in your crease you would use a windshield wiper motion with the brush, sorry I'm not that good at explaining. If you need visuals, I would just go to YouTube and watch makeup tutorials and observe their blending motions. Hopefully I kinda helped...

As for blending brushes the best one I have is the mac 217.
